The HQL Process — Step by Step
Before you leave class, you will have clear guidance on fingerprinting, application submission, timelines, and documentation so you can move forward without confusion or delays.

The Maryland Handgun Qualification License (HQL) course at Smith Creek provides the state-mandated 4-hour handgun safety and legal training required for handgun purchase, rental, or transfer in Maryland. This HQL training includes instruction in Maryland firearm law, safe handling principles, and a supervised live-fire component to support responsible handgun ownership.

This course is structured to efficiently meet Maryland HQL training requirements while giving students a practical and supportive learning experience. Training includes classroom instruction on firearm safety, Maryland law, storage and transport considerations, handgun operation, and responsible ownership. Students then complete the required live-fire exercise under direct instructor supervision. Time is also reserved for questions and a walkthrough of the HQL application process. 

Time Breakdown:

  • Expect 3 hours or more in the classroom (location determined by class size). Our classroom location will be provided via email approximately 1 week prior to course date
  • Transit to Cindy’s Hotshots in Severn, MD. (gun range)
  • Range orientation and safety briefing
  • Supervised live-fire exercise
  • Sign-off and Certification 

DO NOT BRING Live Ammunition in Classroom

  • A valid government-issued photo ID (valid MD driver’s license required)
  • Eye and ear protection, if you have your own
  • A notebook and pen for notes
  • Any required registration or confirmation information
  • A positive attitude and willingness to learn
  • Use of a training pistol at the gun range
  • Ammunition for live-fire exercise
  • Range Fee
  • Ear and Eye Protection (may be rented at gun range for additional charge)
  • Fingerprinting fees
  • Maryland application fees
  • Food, beverages, or transportation to and from the gun range
  • Any optional range fees or equipment charges not identified in the booking details

Please arrive 15 to 20 minutes early for check-in, verification, and safety review. Late arrivals may not be admitted if they miss required safety or legal instruction. All students must check in before the course begins.

Course registrations are non-refundable within 3 days of purchase and non-transferable.  Smith Creek may cancel the course up to 24 hours prior to the class start time.  Because class size is limited and instructor scheduling is based on enrollment, cancellations or no-shows are not eligible for refund.  Contact Smith Creek as early as possible if you cannot attend.
